I have tried configuring the EI.CFG file, but that did not help. But the others we have tested are having the issue. It installed and kept apps and files and is Enterprise version. Of the 5 computers we were testing, the first person that ran the installer had no issue. From my understanding all these versions are packaged in that iso. So that makes sense why we get the "you're installing a different edition" error. We tested on one machine doing a fresh install and noticed it installed W11 Pro, not enterprise.

We currently have enterprise edition of W10 21H2 and W10 1809 throughout our environment. At the bottom it says because you're installing an edition of Windows that's different than the one you're currently using. Only lets us do a fresh install or Keep personal files only. iso from the Volume Licensing site and are trying to do an in-place upgrade on a few PCs to test, but it is not giving us the option to Keep personal files and apps.

My company has downloaded the enterprise.
